Get this, I've got a 32MB GeForce2 MX 400, an old (but VERY good) Diamond Multimedia Aureal 3D sound card, a Pentium 4 1.9 GHZ, Intel motherboard, 512 megs of RDRAM, Windows XP Pro, and the latest nVidia drivers for XP, and I get an average of 50 FPS in Quake 3! Sad isn't it? Ultima's got a Pentium 3 800 MHZ, 364 megs of RAM, a recently acquired Gigabyte Radeon 7000 Pro, Windows XP Pro, built-in motherboard audio, and he gets an average of 30 FPS I believe.
